Francesca Hsie
Francesca brings over a decade of experience in power sector policy in the U.S. and Europe. Before joining Third Way, she led electricity system planning and market reform initiatives at USAID’s Bureau for Europe and Eurasia, working with governments, utilities, and regulators to improve grid reliability, integrate renewable energy, and unlock private investment in clean power. She is committed to pragmatic, high-impact solutions that accelerate new generation and transmission development to meet growing demand and protect consumers from rapidly escalating costs. Francesca leads Third Way’s work to reform the electricity permitting and planning processes and market and regulatory structures to improve affordability and U.S. competitiveness. Her portfolio focuses on transforming the electricity system to make it work for consumers and communities.
Francesca holds a master’s degree in environmental resource policy from George Washington University and a bachelor’s degree in political science from Boston University. When she’s not thinking about policies to modernize power generation and the grid, she loves tackling other kinds of puzzles—from daily New York Times crosswords to 1000-piece jigsaws.
