For the first time in history, the Winter Olympics are being held in a country threatened by a terrorist organization with both the intent and capacity to hit the Games. Since 2007, the Caucasus-based jihadist group Caucasus Emirate (CE) has been trying to force Russia from the region and to install an Islamic caliphate. In July 2013, its leader announced that the group will target the Winter Olympics in Sochi with “maximum force”—a threat that holds even though he might have been killed this month.
