Recent higher education reforms are broadly popular: majorities of voters support an earnings test for college programs and loan limits for graduate students. Last fall, Third Way partnered with Global Strategy Group and GS Strategy Group to survey 1,001 voters nationwide on the higher education reforms signed into law last summer.
