The 1990 Budget Summit Agreement

The Budget Summit Agreement was negotiated by five Congressional leaders and three White House officials on the brink of a fiscal cliff in 1990. The deal set targets and proposed policies for deficit reduction across the federal budget, and it included a memorandum of understanding between leaders, which laid out a political roadmap for the deal’s passage (see pp. 42-44).
