Under President Obama, the U.S. has pursued an extensive campaign of targeting terrorist leaders from al Qaeda, its affiliates, and ISIS. Since the start of President Obama’s first term in 2009, at least 45 of the top terrorist leaders have been killed or captured by U.S. forces.
