When colleges graduate only about half of all students they enroll, it’s clear that there’s a leaky pipeline in higher ed. And low-income students and students of color are most likely to attend institutions that let them fall through the cracks. Fortunately, the Build Back Better Act includes a College Completion Fund (CCF)—a first-of-its-kind federal investment aiming to not only get students into college but also get them through to graduation.
