Hydraulic fracturing.

In some parts of the country, those are fighting words.

And it has turned the American energy debate on its head. Some observers argue that low prices and the supply boom brought by hydraulic fracturing of natural gas are only sustainable if the United States government stays out of the way.

We disagree.

In this report, we argue that the federal government, including Congress, has an important role to play to ensure that gas is developed safely and prices are low and stable. Otherwise, the promise of gas could end up being just hot air.
