Congress rarely finishes its budget on time. As a result, every year there are fierce political battles about how funds are spent, but little energy is directed to ensuring that spending is wise and effective. A biennial budget would enable Congress to be a better steward of taxpayer’s dollars by allowing every other year of a two-year cycle to be devoted by oversight, streamlining, and elimination of wasteful programs.
