Global Spending Caps—Not the Solution for Our Deficit

Getting our budget under control is the most important issue that Congress will face this year. But there are right ways and wrong ways to do so. We believe that all deficit reduction plans must adhere to a simple principle – each side gives equally to form a solution. In this memo, we argue that the idea of global spending caps violates the spirit of “we give/you give." And we argue that more balanced alternatives exist.
