SUMMARY

Battles over abortion are threatening to derail health care reform. Both pro-life and pro-choice members of Congress have made good-faith efforts to find an abortion neutral compromise–one that does not alter the existing legality, cost, availability or federal role in abortion.

This memorandum seeks to explain the latest health care reform compromise on abortion, offered by pro-life Rep. Brad Ellsworth, which moves towards the pro-life side, but still maintains abortion neutrality.
