Third Way Statement on Bipartisan Trade Promotion Authority Deal in Congress

April 16, 2015

Third Way today issued the following statement from Gabe Horwitz, Director of the Economic Program:

“There is simply no path to middle-class prosperity without expanding our access to foreign markets. As President Obama noted in his January State of the Union address: '95% of the world’s customers live outside our borders, and we can’t close ourselves off from those opportunities.’ By the end of this decade, the Asia-Pacific middle class will expand by more than 1.2 billion people and will make up half of the world’s middle-class consumers—we need to make sure they are buying Made in the USA products and using Made in the USA services.

That’s why we’re so pleased to see bipartisan, bicameral Trade Promotion Authority (TPA) legislation that establishes a clear path forward on international trade negotiations. The Bipartisan Congressional Trade Priorities and Accountability Act of 2015 (TPA-2015) continues a vital, 21st century trend in modern trade legislation: stronger protections for workers, fair and just rules for American businesses, more transparency, and more accountability. We know modern trade deals are working.

Many policymakers and interest groups reflexively oppose new trade deals based on old ideas about trade dating to NAFTA. But that was 21 years ago. Since then, 17 trade deals have been negotiated with higher standards and—as we found when we looked at the data—the U.S. balance of trade in the blue-collar goods sector improved by more than $30 billion on an average annual basis.

We applaud Congressional leaders for working across the aisle to make TPA-2015 a reality—but perhaps no one deserves more credit than Senator Ron Wyden. Senator Wyden has shown time and time again that his priority is ensuring middle-class prosperity. He is unafraid to tackle challenging issues or stare down partisan ideology. Senator Wyden has continually put protecting American workers at the forefront of these negotiations, and his efforts to secure a progressive trade bill are exactly what this country needs to usher in a new era of prosperity.”
